Disrupting normal operations by binding a lot of resources that are needed elsewhere.
Which is very effective. You don’t have to blow up whole buildings or kill people outright to reduce an opponent’s capabilities significantly.

Oh, at 10%, yeah people won’t notice the lack of capacity especially if it replaces a model with a tired batter maybe with less capacity.
