They placed strict limits on the time kids can spend in juvie but have not established secure thereapeutic alternatives to it, so young suspects too messed up to be prosecuted just get released.

They do have a longer term solution, though: wait til he’s 18 (or 17 or 15 or 13…) and then throw him in adult jail and forget about him.
