A friend of mine observed that the report would have it’s own executive summary. Barr’s four page summary is likely a summary of that. Which indicates the executive summary is at the very least 10 pages long, probably longer, which suggests a report of at lead 200 pages, probably well more. If the report were only 50 pages, the executive summary would be only 2-3 pages, and there would be little point in Barr writing his own summary.
