There’s also the possibility that the lawless brigands can magically move about the island when other people can’t because the lawless brigands have greater control over the island at this point - and maybe uh, enjoy greater popular support than the lawful authorities. Although I guess I lean towards the Katrina-like situations make people worried those folks might be going full mad max uppity interpretation as well.
