My sister got a ticket for a moving violation on a public road, but from a military policeman. When he was talking to her after he pulled her over he saw that she was a military spouse, so wrote her a military ticket. It went on my brother in law’s service record despite the fact that it was a civilian car on a public thoroughfare and he wasn’t in the car.
If a local cop had ticketed her it would have been a different story.
