We don’t have such laws in the US which is why we can’t have nice mazes.
On a serious note an Indian restaurant owner I know couldn’t get a license to serve alcohol for months even while nearby restaurants around his got licenses within a few days. He was finally told to hire a white lawyer. He did and had a license in three days.
Here the problem is the unwritten laws.
