Well, I do know Discourse is designed to engender the community with moderation powers as they gain trust. The more “worth” you have , the more trust you have amongst viewers/readers, leads to you having more power under the assumption that because you are liked and valuable and trusted, that you are a paragon of the community. They call Discourse a great experiment on their website, and link to the “levels of trust” here.
As you can see, lots of this is up in the air, but eventually in stock Discourse, a basic user can end up at the top level of power given that their actions are in line with the community’s approval.
