Then I would say the problem is not a serious one. The simple truth is that in nature there are predators to prevent this sort of problem. But since we have eliminated the predators we are responsible now for filling that role. If the goats aren’t enough of a problem to prompt people to do the right thing and cull the herd, then they aren’t really a problem.
