Bitcoin's high valuation has ruined it as a medium of exchange

That’s a technical limitation, which is not the same thing. It is imposed by the system.
An example of one of Bitcoin’s technological limitations is network Mbps - at a certain size (much larger than has ever been considered for Bitcoin) blocks would simply become too large to be transmitted quickly enough for conflicting confirmations to be resolved. The system knows how and is built to resolve conflicts, but at this critical point none of the miners can communicate fast enough what the resolution is before more blocks become confirmed and compound the initial conflicts. This is a limitation imposed on the system by the technology it is running on.

The first is a solvable issue by the system. It, in fact, has been solved multiple times over in multiple ways, but has always been rejected because Bitcoin.

The second cannot be solved without inventing new and faster ways to communicate the information necessary for the system to run.
