Maybe. The Chinese military comprises 11% of the population (which includes police of all sorts/levels). That’s a lot of control without a massive military coup.
Oh wow- I didn’t realize the state:people ratio was that high. In that case, I guess this dictatorship won’t be ending any time soon, and it’ll be very messy when it does.

The article mentions putting the prisons near towns so that families can visit. I don’t know if this is the case in China, but in neighboring Burma/Myanmar the policy is if you go to prison, your family is responsible for your meals. This helps ensure that people who step out of line will never do so again.
