Why isn’t that man wearing pants?
Pretty sure he’s wearing riding breeches and an old style tailcoat (like a dressage shadbelly jacket). This was back before the Beau Brummelll turned this sort of garb into daytime formal wear.
I only know this because I was in a wedding wearing a morning coat, and I looked quite dashing.
