The butter lobby. The US seems to have used a tax-based approach, but in Canada for a long time it was actually illegal to sell yellow margarine, in case someone found themselves unable to believe it wasn’t butter. Margarine came in its natural white form, indistinguishable from lard. Manufacturers got around this by including a little packet of dye in the plastic sack, that one kneaded into the margarine until it had a more-or-less uniform colour. Quebec only repealed this law in 2008
