Don’t. It’s not just keeping warm: it’s the fact that drivers are even less likely to see you, between snow blindness (sun bouncing off of snow), peripheral vision obscured by hats, scarves, etc., and the fact that their windshields and mirrors are at least partly covered with salt and/or ice. They’re also less able to stop quickly if they do see you, if there’s any ice on the road.
