If I recall correctly from undergraduate geology class (an easy, but fun class known as rocks for jocks), this is how cliff faces are maintained.
The erosion from waves is concentrated at the bottom, undermining the cliff. The cliff fails, thus making a new vertical face, but also making the face move backwards, away from the ocean.
