If the car drove on public roads to get to the event, then the ticket is justified.

I don’t believe an officer can write a ticket for such a violation after the fact unless they actually witnessed said car driving on public roads. For all the cop knows, that was one of the countless vehicles that was either towed to the playa or transported there on a flatbed truck.
