They do. And a fuck-load of spare engineers. Plus China has already invested the huge sums of money required to build the manufacturing plants, and everyone is already buying from China. What it adds up to is that no one remotely wants to compete with them, no matter what kind of tariffs are involved (even if they were permanent).
