We had neighbors who did that. There are plenty of pets, people who take walks, and small children here, so that is more than unacceptable. I called animal control or 911 every time. After a few times of having to deal with AC and/or cops, the neighbors got rid of the pit bull 'steada becoming good doggy parents. No one missed them when they finally moved away!
Whoever “owns” those two needs to be slapped with a financially crippling fine and get their dogs taken away from them. Any kids they have (God forbid) probably should be with CPS, given how irresponsible their parents are, and those dogs are obviously a danger to life and limb.
