Every time I see a dog off leash in my neighborhood I tell the people with it that city law requires all animals to be leashed if off private, enclosed property. Mostly they then yell insults about my highly excited dog, who is on a leash. One even told me I had no rights to be walking my dog in that block because they had never seen me before. Only been walking my dogs there for 50 years now…
