So in this case, I think the DC police could have (and should have) stopped the thugs, given them a bit of a pounding themselves, then sent them packing, no?

Based on the video, it looks like they tried - I saw police give attackers a whacking with batons and try to grab guys, but they were overwhelmed by the crowd and chaos.
