Again, if Maduro (and about hundreds of Chavista bosses) accept, they get exile but keep freedom and life, maybe some money.
If Maduro keeps killing, torturing, etc… they keep freedom, life, all the money, and the power.
Doesnt take a genius to figure it is not a good deal. Not until the second point becomes impossible.
