No idea. After a quick trip to the OED, seems like it would fit. I was taking it as more along the lines of overdone, cliche, relying on a low artistic sensibility for appreciation (unless appreciated ironically.) Like Thomas Kinkade or dime store paintings of the Virgin Mary.
