I’ve also only read descriptions of the deal, but in those descriptions, they quoted parts of the agreement (where the “up to” language came from) which made it clear that both the size of the investment and the employee numbers being touted by the state and Trump weren’t actually what was agreed to, which was some unknown number less than those (and which may be zero, according to what’s been revealed of the language of the deal). Now, it’s possible that the money being given to Foxconn is tied to what Foxconn actually does, but the fact that the deal specifies numbers beyond which Foxconn won’t go, rather than what they will do, and are being misrepresented by the government, isn’t very promising. And there are definitely concessions being made and money being spent regardless of the size of Foxconn’s investment, which may never exist (although that’s probably the cheapest option, from the taxpayer"s point of view).
