Rational, no. Self-interested, yes. If he doesn’t see any way to benefit from helping another person he won’t do it. For example, he gave out that pardon to Sheriff Joe Arpaio because he knew it would win him points with his racist base. But there aren’t enough pedophiles out there to make it worth Trump’s time to pardon George Nader, especially after Nader already betrayed Trump by cooperating with Mueller.
