Absolutely, without a single shred of doubt in my mind: no, he did not believe what he said. Just like Limbaugh, Coulter, Hannity, O’Reilly, Drudge, Breitbart, etc, etc. etc. Their BS is way too craftily calculated and agenda-driven to be unintentional.
