Yeah, this.

there’s a black-and-white neighborhood cat that sits under and a bit away from one of my bluebird houses, just watching it. I’ve scared it away, but it knows a food source when it sees one. I’ve asked the owner to keep it indoors. “That’s cruel! It needs to roam.”

I am going to be one very unhappy person if it kills the bluebird chicks.

Cats live longer, and are healthier when they live primarily indoors. Less likely to get parasites, to get hit by a car, AND to kill bluebird chicks! As long as kitties have room to run around inside, they’re not missing too much by living indoors. They can always watch birbs and other critters through the windows and catch the occasional bug that makes it inside.

I love cats. Like. I’m obsessed with cats.
But- get a big 'ol container of cayenne pepper. Sprinkle every day at the watching spot. It will irritate mucus linings but not do any real harm.
Get an industrial spray bottle, the ones for welders are good, and fill with half water and half vinegar. When you go to scare the cat, spray it with this. The vinegar is harmless. It will, at most, sting their eyes. The cat DNGAF about a human but stinky fur and smelly ground? They will care about that

In our neighborhood, new outdoor cats don’t last long. We have too many coyotes, due to the green corridor that bisects the neighborhood. The outdoor cats that grew up here seem to know better than leaving the fenced backyards. They still kill birds and poop in other peoples’ yards, though.

That’s another issue where I live too. You can sometimes hear them (coyotes, not cats) in woods behind our house, whooping up a storm! Once I was out walking, and saw two of my neighbors (from 2 different houses), one with a gun, out looking for a missing cat. They were fairly sure that a coyote got it. He said he was going to keep any new cats inside from then on.
