Houseplant patent EULA: "Asexual reproduction using scions, buds or cutting is strictly prohibited"

I came to this thread for the patent law, I stayed for the discussion of plant breeding and the plant industry. It’s always fun to get a glimpse of an area that other people are passionate about but you know absolutely nothing about.

Recently, on bags of potatoes bought from the two big supermarket chains here in Australia, I’ve noticed a warning that said potatoes must not be planted and grown. Since they can usually be grown from the ‘eyes’, is this the same sort of thing? Attempting to scare consumers into not trying to reproduce the ‘product’, at whatever scale?
