Many disabled people can’t use phones - whether due to deafness, hyperacusis, loud construction noise, or anything else. Do they have any alternatives to phones?

Here in the states, everything requires either phones or relay services. Even poison control requires phones or relay services; there are web sites, but they direct people to use phones or relay services. To keep people who can use phones from abusing the relay services, the government requires registration, which requires phone calls and identity verification, such that people who can’t use phones can’t use the relay services.
