Tesla is nowhere near Waymo or even Uber in terms of its “self-driving” tech. They just happen to have a CEO who is far more willing to risk the safety of its customers and the public in its quest to be first to the market.
I think if you look at what Waymo has been doing over the last year or so we’re pretty much already there with Level 4 self-driving under certain controlled conditions within a geofenced area. (The definition of level 4 does allow for these limitations). Very hard to say how long it might be before we can get to a wider public rollout of level 4 cars, or level 5.
