Is anyone else struck by how dressed up those feet and shins are for the context?

I’m guessing that this is somewhere in the eastern Mediterranean (Italy, Balkans, Greece, maybe Turkey or even the levantine coast), where dressing like this isn’t uncommon, especially among older folks. Or they might have been on their way to a funeral…
