AFAIK, it doesn’t mean the thing you fear.
If you drive/own a car, you’re probably familiar with the current practice where, if you go to a dealer or shop for repair, they have these plug in things to run diagnostics. This law just says manufacturers have to standardize so anyone can run those diagnostics, so we don’t have to go to a dealer, for example.
I’m pretty sure it’s an overall great move.
