I’m not a Britishian, but it doesn’t seem like the private owners will be too motivated (or be able to afford) to update the legacy housing either. In the States we call these places “slums” and their owners are “slumlords”.
That said, I live in an area of my country that has severe housing shortages as well. Wish I had an actual solution.
