A nuclear bomb has the potential to kill hundreds of thousands, if not millions of people. Assumming that this thermonuclear bomb is not equipped with some sort of James Bond level booby trap, shooting down a nuclear bomb converts it into a dirty bomb, which will almost certainly kill some people and will almost certainly contaminate thousands of acres of land.
(That said, some of those balloons have been powered by radioisotope thermoelectric generators)
