He may have been a good witness, and cooperated, but there is little deterrent if this kind of operative knows they can simply rat and walk away.

Conversely, there’s little incentive to rat if he doesn’t get something pretty significant out of the deal.

Even if he walks at least he’s universally reviled across the political spectrum now.
