I think he was saying that, if the law requires any abortion to have the approval of a man to proceed, he hereby gives his blanket approval.

Yeah, got that. Even a tepid attempt at humor, maybe. But I chafe when someone “gives me the go-ahead” to do things which that person has zero authority to regulate in the first place.
