Offering thousands or tens of thousands of dollars will provide plenty of motivation for people to be on the look out for him. All it could take is one person recognizing him even in sunglasses and a baseball hat and calling law enforcement to catch him. And I’m sure the TV news in New York, Connecticut, and New Jersey (at least) would plaster his face all over TV for at least a day or two (in “Breaking News” segments), increasing the chances that someone who passes him by would recognize him.

But that info would take many hours if not days to disseminate to saturation. If he’s gone to ground or on a boat within an hour or 2 it’s not going to help much, and that has to be the plan or why bother.
