Hell. I’m just wondering how a Russian intelligence and security agency “modelled on the US FBI” can at all operate ethically and effectively in a kleptocracy. I’m guessing the police chief et al simply made the mistake of dipping their noses in the competitions’ trough… or maybe the competition just wanted to muscle in on a good idea.
