I really don’t know the answer to that. My perspective on the situation was pretty narrow.
@Carbonman we’re not supposed to speculate about underlying mental health issues, but I think it’s fair to say that poor girl’s needs were not being met, nor anyone else’s. I don’t know why the situation was allowed to persist for so long, other than recognizing no one was prepared or resourced to deal with it.
