It could stand in as one, but the sixth doctors coat was a frock coat, not a jacket. As an aside, I started looking up Doctor costumes (git your mind out of the gutter) and while I hated Paul mcganns doctor (but have a man crush on him in everything else) his wardrobe is excellent.
