I have had the same experience with Phantom Doctrine. It never picked up the pace in a good way (like xcom). I just had my clean up team that fixed whatever was amiss in the same dull way as usual.
If you ever find yourself behind a PC or if this is ever ported to Switch. Look into Mutant Year Zero: Road to Eden. It plays a bit different from what you are used to but I think you might like it
