We had a facilities manager who was notoriously difficult and uncooperative, and I figured out that I’d introduce an idea, and he’d say “NO!”. Introduce again about 3 months later, and he’d say “NO!”, and then three months later he’d say "I have this great idea … " and I’d say “Let’s run with it!”
