With all the tax shelters and other tax avoidance methods used by the wealthiest people, I wonder if the IRS collects less from them than they would if the same money had not drifted away from the middle and lower class who rarely can avoid taxes.

I can tell you for sure that when a rich person cashes out 50K in capital gains it’s taxed at a rate lower than a teacher earning 50K.
