So this is probably a silly idea, but even with the “money is speech” ruling preventing any limit on campaign donations, would it be possible to just heavily tax campaign donations when they go above a certain level? Like once a politician or super PAC crosses some threshold, after that 99 cents of every further dollar donated them will be taxed?
