The point is to use the dog whistle to get elected. If they took away the right of personhood for women permanently, they’d have lost their biggest vote-getter.
And remember: red states have higher unwanted pregnancy stats. They need abortion to remain legal so that they can transport their loved ones somewhere for a safe, legal abortion whenever necessary.
