We are talking pure sci-fi fantasy here. In that sense I would think it’s better to convey menace over functionality. The troopers still get their asses kicked in the new movies so the ‘functional’ improvements didn’t really help and, instead, just made the troopers more ‘plain’ just like Kylo Ren.
