Why is it people are so much more willing to believe that Putin has some sinister master plan than that he knows a lot about intimidating and lying to his own country but not much about invading another one?

I think a lot of people just want to excuse various forms of authoritarianism, honestly. But, as you note, authoritarianism pretty much just runs off brutality, not supreme intelligence.
