I’ve worked out how this happened.
If you do a google image search for “georgia”, this is the 11th photo in the results.
The page it comes from is:
https://www.state.gov/countries-areas/georgia/
This isn’t confusion exactly, it’s just being sloppy and lazy. Trump himself didn’t make that graphic, undoubtedly the campaign did (come on - he can’t use a computer),
