The program was always meant to be a scam. It has all of the developer incentives that make things like LIHTC popular, but without even the oversight that makes it a somewhat effective program. Then they left final selection up to politicians rather than a clear formula, so you end up with stuff like this and the hot gentrifying areas of a lot of cities getting funding, but not historically distressed communities like East Cleveland.
