@AcerPlatanoides: Yes, I would consider pepper spray a weapon. The investigative report states that “The MK-9 is not an authorized weapon under UCDPD guidelines” so apparently they label it a weapon. Also, the investigation found that “the evidence does not provide an objective, factual basis for Lt.
