Yeah, my reaction was bafflement - what are these draining from?
Wait… why aren’t the downspouts just draining into the earth? Is there too much rain or not enough permeable surfaces? (Both these situations are alien to me - even when I see people who have cemented over their entire yards, runoff just flows down driveways/walkways into the gutter.)
