There often (but not always) is. What people who complain about “luxuries” for the incarcerated are missing is that those are tools of control. You fuck up, you lose TV privileges. You fuck up more, you lose commissary access. You fuck up real bad, you get sent to the hole.
Good behavior on the other hand can get you a little more freedom, maybe your psycho murderer cellmate gets swapped out for a milquetoast embezzler, maybe you get trusty duties, maybe you get time off your sentence.
